ITALY New decree 04/12/20 (valid from 04/12/20 to 15/01/21 until further notice) The new Government Decree (Dpcm), to counter the Coronavirus emergency, signed on the night of 03/12/20 by Prime Minister Giuseppe Conte, contains updated rules valid for the whole national territory. Italy keeps the regional division into three areas of risk level. Here below the updated division in 3 main areas:
- Yellow (medium risk): Sardinia, Liguria, Sicily, Lazio, Veneto, Trentino South
- Orange (high risk): Piedmont, Lombardy, Emilia Romagna, Friuli Venezia Giulia, Marche, Umbria, Basilicata, Calabria, Puglia
- Red (maximum risk): Aosta Valley, Autonomous Province of Bolzano, Tuscany, Campania, Abruzzo.
ALWAYS VALID: USE OF MASKS Obligation throughout the national territory to always have respiratory protective devices with you, as well as the obligation to wear them in indoor places other than private homes and in all outdoor places except in cases where, for characteristics of the places or due to the factual circumstances, the condition of isolation from non-cohabiting people is guaranteed on an ongoing basis. MOVEMENTS IN THE ITALIAN TERRITORY Movement between yellow regions is allowed, but only until 21 December. From 21 December to 6 January 2021, travel between different regions is prohibited, with the exception of travel motivated by proven work needs, situations of necessity or health reasons. On 25 and 26 December and 1 January 2021, travel between different municipalities is also prohibited, with the same exceptions (proven work needs, situations of necessity or health reasons). It is always possible, even from 21 December to 6 January, to return to one's residence, domicile or home. - Second Houses: From 21 December to 6 January it is forbidden to move to second homes that are located in a Region or Autonomous Province other than one's own. On 25th and 26th December and 1st January the ban also applies to second homes located in a municipality other than one's own. - Family reunification: The Prime Minister also confirmed that among the reasons that fall within the "state of need" is assistance to non self-sufficient people, just as it will always be possible to return to one's residence and to the place "where one lives continuously", a formula to allow the reunification of cohabiting couples. CURFEW You cannot circulate after 10pm and until 5am the next morning except for reasons of necessity, work or health. The limit also applies to Christmas day 25/12 and Santo Stefano day 26/12. RESTAURANTS It will be possible to go out for lunch at Christmas 25/12, Santo Stefano 26/12, New Year's Eve 31/12 and Epiphany 06/01. Consumption at the table is allowed for a maximum of four people per table, unless they are all living together. Before Christmas, all of Italy will become the yellow zone, so restaurants and bars may be open until 6 pm. Ban on dinners in the hotel on December 31st. CELEBRATIONS AND CHRISTMAS HOLIDAYS Parties are prohibited indoors and outdoors. With regard to private homes, it is strongly recommended not to receive people other than cohabitants, except for work needs or situations of necessity and urgency. Maximum recommended number: 6 non-cohabiting guests. - Christmas Eve Mass Considering that the 10pm curfew also applies on the day before, mass must begin at a time that allows for compliance with the prescription, and therefore guarantees that you will be back home by 10pm. - New Year From 10pm on 31 December 2020 to 7am on 1 January 2021, only travel motivated by proven working needs, by situations of necessity or for health reasons are allowed. In any case, it is strongly recommended, for the remainder of the day, not to travel by public or private means of transport, except for work or study needs, for health reasons, for situations of necessity or to carry out activities or use of unsuspended services. - New Year's Eve party in the room for those who decide to spend the 31st night in a hotel. In fact, catering in hotels and other accommodation facilities is allowed without time limits, limited to its customers, who are accommodated there; from 6.00 pm on December 31, 2020 and until 7.00 am on January 1, 2020, catering in hotels and other accommodation facilities is only allowed with room service. SHOPS The shops remain open on public holidays for shopping until 9pm, to allow customers to be “spread” over a longer period of time and to reduce the risk of gatherings. The shopping centers will be open on weekends until December 20, but closed during the holiday season. CRUISES Until a few days ago they seemed to be one of the few happy (floating) islands, even with very strict security measures. Instead, the government has decided to ban travel on seaside hotels. Starting from 21 December 2020 and until 6 January 2021, cruise services by passenger ships of the Italian flag are suspended, with Italian ports as places of departure, stopover or final destination. It is also forbidden from December 20, 2020 and until January 6, 2021 for the management companies, shipowners and captains of foreign-flagged passenger ships employed in cruise services to enter Italian ports, even for the purpose of idle parking. SPORT Only events and competitions - at a competitive level and recognized of pre-eminent national interest with Coni and Cip provisions - regarding individual and team sports organized by the respective national sports federations, associated sports disciplines, sports promotion bodies or by international sports organizations, inside sports facilities used behind closed doors or outdoors without the presence of the public. - Workouts behind closed doors The training sessions of professional and non-professional athletes, individual and team sports, participating in the competitions referred to in this letter and with a competitive card, are allowed behind closed doors. SCHOOL Return to class for high school students starting January 7 in a percentage of 75%. Elementary and middle school students will be in attendance at 100%. COMPETITIONS The pre-selection and written tests of public and private competition procedures and those for qualification to exercise the professions continue to be suspended. The cases in which the evaluation of candidates is carried out exclusively on a curricular basis or electronically are excluded, and competitions for the personnel of the national health service are excluded, including, where required, the state exams and qualification exams to exercise the profession of surgeon and those for civil protection personnel. The possibility remains for the commissions to proceed with the correction of the written tests with remote connection. LIBRARIES If the exhibitions and public opening services of museums and other cultural institutes and places remain suspended, an exception is envisaged for libraries where services are offered by reservation and archives, without prejudice to compliance with the containment measures of the 'epidemiological emergency. TRAVEL FROM / TO ABROAD Considering the worsening of the epidemiological situation in Europe, the Ministry of Foreign Affairs recommends all compatriots to avoid travel abroad except for strictly necessary reasons. - Obligation of swab test From 10 December in case of stay or transit from European countries it is mandatory to undergo molecular or antigenic tests, carried out by means of a swab and negative result, in the 48 hours prior to entry into the Italian territory. There is no fiduciary isolation upon arrival, but there remains the obligation to notify the prevention department of the local health company of one's entry, as well as the obligation to complete a self-declaration. In the event of failure to submit the certification relating to the prescribed molecular or antigenic test, you are subjected to fiduciary isolation and health surveillance. - Quarantine regardless of nationality and residence, those who go to or transit through European countries, for one or more days between 21 December and 6 January, for reasons not of necessity (for example, for tourism), upon entry into Italy are subject to fiduciary isolation and health surveillance for 14 days. These above obligations do not apply to those who travel for work, for reasons of absolute urgency, health needs, study needs, return to their home, home or residence, the crew of means of transport, traveling personnel, at the entrances for work reasons regulated by special security protocols, approved by the competent health authority.
