COVID 19 UPDATE: ITALY AND THE CARIBBEAN

Dear All,

here our last recap for this year 2020 related to Covid-19 travel requirements and situation in Italy and the Caribbean...

As many of you know, part of our staff is available during the winter in the Caribbean to support several yachts in loco during their cruses. This winter, due to Covid restrictions, we are not able to perform as usual, with our presence overseas, so we will be helping at the distance from our main headquarter in Sardinia.



ITALY
New decree 04/12/20 (valid from 04/12/20 to 15/01/21 until further notice)
 
The new Government Decree (Dpcm), to counter the Coronavirus emergency, signed on the night of 03/12/20 by Prime Minister Giuseppe Conte, contains updated rules valid for the whole national territory.
 
Italy keeps the regional division into three areas of risk level. Here below the updated division in 3 main areas:
  • Yellow (medium risk): Sardinia, Liguria, Sicily, Lazio, Veneto, Trentino South
  • Orange (high risk): Piedmont, Lombardy, Emilia Romagna, Friuli Venezia Giulia, Marche, Umbria, Basilicata, Calabria, Puglia
  • Red (maximum risk): Aosta Valley, Autonomous Province of Bolzano, Tuscany, Campania, Abruzzo.

ALWAYS VALID: USE OF MASKS
Obligation throughout the national territory to always have respiratory protective devices with you, as well as the obligation to wear them in indoor places other than private homes and in all outdoor places except in cases where, for characteristics of the places or due to the factual circumstances, the condition of isolation from non-cohabiting people is guaranteed on an ongoing basis.
 
MOVEMENTS IN THE ITALIAN TERRITORY
Movement between yellow regions is allowed, but only until 21 December.
From 21 December to 6 January 2021, travel between different regions is prohibited, with the exception of travel motivated by proven work needs, situations of necessity or health reasons.
On 25 and 26 December and 1 January 2021, travel between different municipalities is also prohibited, with the same exceptions (proven work needs, situations of necessity or health reasons). It is always possible, even from 21 December to 6 January, to return to one's residence, domicile or home.
- Second Houses:
From 21 December to 6 January it is forbidden to move to second homes that are located in a Region or Autonomous Province other than one's own.
On 25th and 26th December and 1st January the ban also applies to second homes located in a municipality other than one's own.
- Family reunification:
The Prime Minister also confirmed that among the reasons that fall within the "state of need" is assistance to non self-sufficient people, just as it will always be possible to return to one's residence and to the place "where one lives continuously", a formula to allow the reunification of cohabiting couples.
 
CURFEW
You cannot circulate after 10pm and until 5am the next morning except for reasons of necessity, work or health. The limit also applies to Christmas day 25/12 and Santo Stefano day 26/12.
 
RESTAURANTS
It will be possible to go out for lunch at Christmas 25/12, Santo Stefano  26/12, New Year's Eve 31/12 and Epiphany 06/01. Consumption at the table is allowed for a maximum of four people per table, unless they are all living together. Before Christmas, all of Italy will become the yellow zone, so restaurants and bars may be open until 6 pm. Ban on dinners in the hotel on December 31st.
 
CELEBRATIONS AND CHRISTMAS HOLIDAYS
Parties are prohibited indoors and outdoors. With regard to private homes, it is strongly recommended not to receive people other than cohabitants, except for work needs or situations of necessity and urgency. Maximum recommended number: 6 non-cohabiting guests.
Christmas Eve Mass
Considering that the 10pm curfew also applies on the day before, mass must begin at a time that allows for compliance with the prescription, and therefore guarantees that you will be back home by 10pm.
New Year
From 10pm on 31 December 2020 to 7am on 1 January 2021, only travel motivated by proven working needs, by situations of necessity or for health reasons are allowed. In any case, it is strongly recommended, for the remainder of the day, not to travel by public or private means of transport, except for work or study needs, for health reasons, for situations of necessity or to carry out activities or use of unsuspended services.
New Year's Eve
party in the room for those who decide to spend the 31st night in a hotel. In fact, catering in hotels and other accommodation facilities is allowed without time limits, limited to its customers, who are accommodated there; from 6.00 pm on December 31, 2020 and until 7.00 am on January 1, 2020, catering in hotels and other accommodation facilities is only allowed with room service.
 
SHOPS
The shops remain open on public holidays for shopping until 9pm, to allow customers to be “spread” over a longer period of time and to reduce the risk of gatherings. The shopping centers will be open on weekends until December 20, but closed during the holiday season.
 
CRUISES
Until a few days ago they seemed to be one of the few happy (floating) islands, even with very strict security measures. Instead, the government has decided to ban travel on seaside hotels. Starting from 21 December 2020 and until 6 January 2021, cruise services by passenger ships of the Italian flag are suspended, with Italian ports as places of departure, stopover or final destination. It is also forbidden from December 20, 2020 and until January 6, 2021 for the management companies, shipowners and captains of foreign-flagged passenger ships employed in cruise services to enter Italian ports, even for the purpose of idle parking.
 
SPORT
Only events and competitions - at a competitive level and recognized of pre-eminent national interest with Coni and Cip provisions - regarding individual and team sports organized by the respective national sports federations, associated sports disciplines, sports promotion bodies or by international sports organizations, inside sports facilities used behind closed doors or outdoors without the presence of the public.
- Workouts behind closed doors
The training sessions of professional and non-professional athletes, individual and team sports, participating in the competitions referred to in this letter and with a competitive card, are allowed behind closed doors.
 
SCHOOL
Return to class for high school students starting January 7 in a percentage of 75%. Elementary and middle school students will be in attendance at 100%.
 
COMPETITIONS
The pre-selection and written tests of public and private competition procedures and those for qualification to exercise the professions continue to be suspended. The cases in which the evaluation of candidates is carried out exclusively on a curricular basis or electronically are excluded, and competitions for the personnel of the national health service are excluded, including, where required, the state exams and qualification exams to exercise the profession of surgeon and those for civil protection personnel. The possibility remains for the commissions to proceed with the correction of the written tests with remote connection.
 
LIBRARIES
If the exhibitions and public opening services of museums and other cultural institutes and places remain suspended, an exception is envisaged for libraries where services are offered by reservation and archives, without prejudice to compliance with the containment measures of the 'epidemiological emergency.
 
TRAVEL FROM / TO ABROAD
Considering the worsening of the epidemiological situation in Europe, the Ministry of Foreign Affairs recommends all compatriots to avoid travel abroad except for strictly necessary reasons.
- Obligation of swab test
From 10 December in case of stay or transit from European countries it is mandatory to undergo molecular or antigenic tests, carried out by means of a swab and negative result, in the 48 hours prior to entry into the Italian territory. There is no fiduciary isolation upon arrival, but there remains the obligation to notify the prevention department of the local health company of one's entry, as well as the obligation to complete a self-declaration. In the event of failure to submit the certification relating to the prescribed molecular or antigenic test, you are subjected to fiduciary isolation and health surveillance.
- Quarantine
regardless of nationality and residence, those who go to or transit through European countries, for one or more days between 21 December and 6 January, for reasons not of necessity (for example, for tourism), upon entry into Italy are subject to fiduciary isolation and health surveillance for 14 days.
 
These above obligations do not apply to those who travel for work, for reasons of absolute urgency, health needs, study needs, return to their home, home or residence, the crew of means of transport, traveling personnel, at the entrances for work reasons regulated by special security protocols, approved by the competent health authority.

THE CARIBBEAN 


ANGUILLA

COVID TEST ARRIVAL BY VESSEL: Negative rt-PCR test dated not older than 3-5 days prior to arrival. Onboard testing will require at least 48hr notice.
COVID TEST ARRIVAL BY PLANE: Testing upon arrival. 
QUARANTINE COMPULSORY: Approximately 24 hours quarantine until results provided if tested upon arrival.   
LOCAL AGENT REQUIRED FOR FORMALITIES: Yes

OTHER NOTES: 
Option 1: ANCHOR ONLY Use of Q-flag for duration of stay. Vessels are allowed to use all northern, government recommended anchorages. South side anchorages to be used only in inclement weather or for urgent safety of vessel and crew - subject to police approval. No access to mainland shores and social distance must be kept from other boat operators. Permitted activities: guests may enjoy the facility of the vessel, their immediate surrounding waters to include swimming, snorkeling and watersports (No jet ski activities). If anchored in Crocus Bay, vessels may use their tender to visit Little Bay Marine Park for snorkeling and sightseeing (no contact with local service providers); fishing permits can be handled by the agent; day trips to the OFFSHORE CAYS - beach set-ups will be permitted solely on a pre-reserved private first-come-first-serve basis without interaction with any service providers. Private beach set-ups (buyouts) offered by Sandy Island & Dog Island. Semi private on Prickly Pear. 
Option 2: Anchorage with Approved Shore Access Use of Q-flag during duration of stay. Following testing and results, guests are free to participate in certain activities, including: golf, scuba diving, offshore cay excursions, dining at certified restaurants


ANTIGUA 
OPEN TO VISITORS: Yes
OPEN FOR YACHTS: Yes, authorized ports of entry is Nelson’s Dockyard
COVID ARRIVAL BY VESSEL:  If coming from WITHIN the Caricom “bubble” (Grenada, Dominica, St. Lucia, St. Kitts and Nevis, St. Vincent and Grenadines, Monsterrat, Anguilla, BVIs), must have a Negative PCR Covid-19 test result within seven days prior to travel. No quarantine required. Must have been in the bubble for a minimum of 14 consecutive days prior to travel. 
If coming from ANYWHERE outside the Caricom bubble, must have a negative PCR COVID-19 test result within seven days prior to travel. In addition, a 14-day quarantine is now required (sea time counts toward the quarantine). Arriving vessels/passengers can OPT to re-test upon arrival to shorten the quarantine period, but MUST remain in quarantine until results of the test are received (results take several days generally).

Due to this re-testing/quarantine requirement, it may be advisable to send arriving crew to an approved quarantine facility to await the results of the test on arrival.
If all on board have valid PCR tests, there were no stops at other ports since the
port of origin, and the logged data indicates no covid-19 signs or symptoms of
any member during the journey, then the time at sea shall be deemed valid as
quarantine time. If less than fourteen days, then the remaining days of
quarantine must be done on arrival.
LOCAL AGENT REQUIRED FOR FORMALITIES: Yes
FORMALITIES: All arrival vessels must be flying their Q flags (Quarantine flags).
The Government of Antigua and Barbuda advise that all crafts entering the waters of Antigua and Barbuda should contact the St John’s Harbour, using VHF Channel 16, at least six (6) hours prior to arrival. Instructions will be given to guide the crafts to the designated Port Health Station or to a holding area.
OTHER NOTES: English Harbour and Nevis Street Pier are the only two ports open at this time.


BAHAMAS
OPEN TO VISITORS: Yes
OPEN FOR YACHTS:  Yes
COVID TEST ARRIVAL BY VESSEL: Covid-19 RT-PCR test required for everyone over the age of 10 – must not be older than 5 days. Those persons required to take the Covid-19 RT-PCR test must show negative from an accredited Lab and upload to the Bahamas Health Travel Visa site.
An additional rapid test must be taken on the 5th day.
COVID TEST ARRIVAL BY PLANE:  Covid-19 RT-PCR test required for everyone over the age of 10 – must not be older than 5 days. Those persons required to take the Covid-19 RT-PCR test must show negative from an accredited Lab and upload to the Bahamas Health Travel Visa site.
An additional rapid test must be taken on the 5th day.
QUARANTINE COMPULSORY: No quarantine or travel restrictions.
LOCAL AGENT REQUIRED FOR FORMALITIES: No, but recommended for super yachts
FORMALITIES: Normal
OTHER NOTES: Daily health survey required online until the rapid test is done on the 5th day.  If the Yacht is out to sea after the 4th day, the rapid test is done when the yacht returns to the site where the test can be given.


BARBADOS
OPEN TO VISITORS: Yes
OPEN FOR YACHTS: Yes
COVID TEST ARRIVAL BY VESSEL: People arriving from a high-risk country must have a PCR test 3 days prior to arrival, fill out online immigration/customs form and upload negative test results at www.travelform.gov.bb. People arriving from such areas must retest 2-3 days after arrival. Quarantine on property required until second test results come back negative.
People arriving from medium-risk countries must have PCR test 3 days prior to arrival, fill out an online immigration/customs form and upload negative test results at www.travelform.gov.bb. People arriving from such areas must retest 2-3 days after arrival.
People arriving from a low-risk country must have a PCR test 3 days prior to arrival, fill out online immigration/customs form and upload negative test results at www.travelform.gov.bb.

COVID TEST ARRIVAL BY VESSEL: ​Protocol for Vessel arrival will require certified RT-PCR testing and provide for quarantine accommodations within the vessel as well as restricted movement within Territorial waters.
- All arrivals must have a negative rt-PCR test from within 3-5 day prior to arrival - depending on home country-.
- 4 days quarantine will be undertaken on the vessel at mooring sites. Sites are yet to be approved by the Minister for Health and Social Development in consultation with the Minister for Natural resources, Labour and Immigration. Quarantine for 4 days (can be done on board in limited mooring areas). During quarantine, can’t be more than 30 feet from Vessel
- Government has decided that all vessels will be able to move within territorial waters during the quarantine period but they may only moor at the approved site as directed (once approved) by the Ministers
- Mega yachts will be approved entry in accordance with established marine protocols.
COVID TEST ARRIVAL BY PLANE: ​a Certified RT-PCR COVID-19 negative test within 5 days prior to arrival for all travelers from low risk countries; and within 3 days prior to arrival for all travelers from medium and high risk countries.
Procedure then will require:
- a test on arrival, which if negative, allows controlled movement within the confined of an approved property and
- a test after 4 days of quarantine which if negative, allows movement within the Territory.
Government has decided that a traveler who tests positive before arrival will not be allowed to enter the BVI.
All travelers will need to register on the BVI Travel Gateway website BVI - Travel Authorisation to receive their travel authorization (BVI Gateway Travel Certificate) into the BVI's.  
QUARANTINE COMPULSORY: A positive test at any stage upon arrival will require a fourteen 14 days quarantine.
Retest on the 4th day. If test negative, free to move around the BVIs from Day 5

DOMINICAN REPUBLIC

COVID TEST ARRIVAL BY VESSEL: No COVID test is required, though random testing upon arrival may be requested. La Romana requires negative COVID test not less than 10 days old
COVID TEST ARRIVAL BY PLANE: No COVID test is required, However, rapid tests will be given to randomly selected travelers upon arrival, such as the breath test for COVID-19.
The breath tests will also be administered to all passengers with symptoms. Passengers under the age of five and crew members are exempt from this requirement.
In addition, all persons entering the country must complete a Traveler’s Health Affidavit that will be provided by the airline and/or Dominican immigration authorities. In this declaration, passengers
must indicate if they have felt symptoms related to COVID-19 in the last 72 hours and provide their contact information for the next 30 days.
QUARANTINE COMPULSORY: NO

Guests and crewmembers will have to quarantine on board except where the managed experience is permitted.  So let’s get that activity list and get it approved!


GRENADA
OPEN TO VISITORS: Yes
OPEN FOR YACHTS: Yes
COVID TEST ARRIVAL BY VESSEL: All people arriving by Vessel must have a negative rt-PCR test within 7 days of travel to Grenada (children 5 & under are exempt). Those arriving by sea shall be first assessed by health officials (their travel history being a key factor to be taken into account) before being granted authorisation to enter.
COVID TEST ARRIVAL BY PLANE: 
Negative rt-PCR test done within 7 days required prior arrival (children 5 & under are exempt)
Arrivals must quarantine 5-7 days. This quarantine can be done on board.
If a guest arrives in Grenada, they may go directly to Vessel and depart the same day. Grenada has a private jet protocol and 'safe corridor' to vessel - guests do not need to do any quarantine if the vessel leaves on the same date as guests arrive.
Applications for such must be made in advance (8 days prior to arrival).
QUARANTINE COMPULSORY: Arrivals by air have to quarantine for 5-7 days in approved accommodation - persons are re-tested on day 4 before they are allowed into the community. Mega yacht guests do not have to quarantine if the vessel is ready to clear out on the
same date as their arrival (by air). Mega yacht guests can otherwise perform quarantine aboard their vessel in the quarantine anchorage.

The Captain and agent will have to certify by a letter of guaranty that the vessel will remain at anchor on quarantine with all crew members and passengers until reception of negative results
Tests to be completed as soon as possible following arrival. Only the agent will be able to make the connection with the ship and the port authorities
All crew and guests must remain on board until test results received and transmitted to local authorities for acceptance

COVID TEST ARRIVAL BY VESSEL: a negative rt-PCR test from 72 hours prior to arrival: all yachts arriving must submit negative an official COVID 19 RT-PCR negative test result from a CLIA/CDC/UKAS approved lab accredited with ISO/IEC 17025 standard, taken prior to 72 hours of travel. ​Transit time of isolation aboard from the last port of call will be deducted from quarantine days upon arrival.
COVID TEST ARRIVAL BY PLANE: Crew and guests are able to fly into St. Kitts, be transported directly to Vessel and Vessel can depart without completing quarantine. Otherwise, quarantine would be reset for Vessel. Crew and guests are able to be transported securely from Vessel to the airport to depart even if quarantine is not complete. Transit time of isolation aboard from the last port of call will be deducted from quarantine days upon arrival.
QUARANTINE COMPULSORY: 14 day Quarantine aboard and no step ashore. All yachts must complete a 14-day quarantine (sea time does apply to this quarantine period).
Crew arrivals/ departures, arriving crew will have to complete 14 days quarantine at a hotel, or in case quarantine will be done aboard, the entire yacht will reset to full quarantine for all crew.
Safe Transit corridor for arriving guests to join the yacht. Once the guests join the yacht, the boat will reset the quarantine period.
The vessel can depart the Federation without completing a quarantine time.
If the vessel wishes to home port then a 14 day quarantine on board will be required.
There is a secure corridor for any crew/ guest arrival/departures.

QUARANTINE COMPULSORY: Anyone arriving from outside the Caribbean bubble (or who have not been within the bubble for 21 days) must quarantine for 14 days upon arrival. This quarantine can be done on board. During the quarantine period, yachts are free to move and anchor, and profit from St. Lucia’s waters – but are not permitted to go on shore.

COVID TEST ARRIVAL BY VESSEL: 
- Option 1: Provide negative rt-PCR test from within 120 hours of departure from last port (no quarantine) or travelers originating from a country that is categorized as high or moderate risk can do an antigen test for the SARS-COV-2 virus obtained from a naso-pharyngeal swab performed within 48 hours prior to departure to Sint Maarten. Only the following antigen tests are approved: the Becton Dickinson (BD) Veritor Plus antigen test, the Abbott Panbio Covid-19 antigen test and the Roche/SD Biosensor F antigen test. Tests performed outside of the 48 hours period or other brand and type of antigen tests will not be accepted.
- Option 2: Test within 24 hours of arrival (quarantine until negative results received).
Please note: 
If Vessel arriving from low-risk country:
NO PCR test or quarantine required
Sterile Corridor for private flight departure: guests are able to depart (directly from Vessel to FBO) without PCR test under strict sanitary procedures.
- Option 3: Possibility for 48-hour in-transit stop for Vessels with NO rt-PCR tests (must remain in quarantine on board)
COVID TEST ARRIVAL BY PLANE: International airport is currently open for international flights arriving from all destinations. All people arriving by flight must have a negative rt-PCR test taken within 120 hours of the last leg of the journey. All arriving passengers must submit an Electronic Health Authorization System (EHAS) form and receive pre-approval prior to arrival.
QUARANTINE COMPULSORY: No quarantine required.

St VINCENT AND GRENADINES
OPEN TO VISITORS: Yes. St. Vincent & the Grenadines is a low risk country. 
OPEN FOR YACHTS: Yes. Yachts are allowed to enter through the island of Saint Vincent (all entry ports in the Grenadines are closed. LAST UPDATE: Union Island is now open as a port.
COVID TEST ARRIVAL BY VESSEL: COVID-19 PCR test prior to arrival and upon arrival (results within 1-2 days) and await results in quarantine at anchor at the port of entry. If the result is negative for all aboard, the vessel will remain in quarantine until passengers and crew have been re-tested within 5 days. For vessels with long passages, such time may be factored to reduce quarantine. In specific:
If arriving by yacht from HIGH RISK COUNTRIES arrive with a negative PCR test done previously: all aboard will be required to have another COVID-19 PCR test on arrival and await results in quarantine at anchor at the port of entry. The test results usually are available the following day (avoid arrival at weekends!). If the result is negative for all aboard, the vessel will remain in quarantine until passengers and crew have been re-tested and found negative within 5 days. NEW: For vessels with long passages (14 days+), the passage time will be factored to reduce quarantine times.
 If arriving by yacht from MEDIUM RISK countries (Antigua and Barbuda, Cuba, Barbados and Grenada): if time spent in the country is 21 days or more: You must arrive with a COVID-19 test negative result with a test taken within the last 72 hours. Upon arrival you will be re-tested in SVG, and proceed to quarantine aboard (limited contact) for up to 48 hours. If the result is negative you will be free to move, but must self monitor and report temperatures daily. If the period of residence in the medium risk country is fewer than 21 days, you will be treated as High Risk (see above).
If arriving by yacht from LOW RISK countries (Taiwan, Anguilla, Dominica, Monserrat, St. Kitts and Nevis): if time spent in the country is 21
days or more: You must arrive with a COVID-19 test, negative result, with the test taken within the last 72 hours. Upon arrival you may be re-tested in SVG, and at the discretion of the Port Health officer, welcomed into the country, or asked to quarantine aboard (limited contact) for 48 hours. You must self monitor and report temperatures daily. If the period of residence in the low risk country was fewer than 21 days, you will be treated as High Risk.
COVID TEST ARRIVAL BY PLANE: 
- Passengers arriving by commercial plane must quarantine ashore for 5 days.  They must arrive with a negative PCR test within 72 hours, will be tested upon arrival and again 4 days later.
- Passengers arriving by private plane must have a negative PCR test within 72 hours, will be tested upon arrival and be allowed to go onboard a yacht to quarantine until a negative result is received.
QUARANTINE COMPULSORY:  Crew members who test positive will be isolated at shore-based
quarantine facility. The positive crew members will be retested per protocols; as will the crew remaining aboard. The vessel will remain in quarantine till negative results are received from all aboard for two successive tests. The crew or guest that tested positive will need to quarantine until he/she has two successive negative tests (generally 9-16 days).

US VIRGIN ISLAND

If a non-US citizen guest has been in any of the following countries in the past 14 days, they will not be granted entry into US or US territorial waters (If close to 14 days prior, US Customs and Border Protection may ask a vessel to remain anchor until the 14 days has been fulfilled): Iran, China (excluding Hong Kong and Macau), the European states within the Schengen Area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland), United Kingdom and Republic of Ireland, and the Federative Republic of Brazil. Again, yacht crew with B1/B2 or C1/D visas will generally be exempted from this restriction.
